A Missouri State Highway Patrol trooper fatally shot a Kansas City man on the Noland Road overpass at Interstate 70 in Independence early Saturday.

The patrol reports that it happened about 3 a.m. The man, later identified as Scott M. Williford, 33, was walking in the middle of Noland carrying a bag. A patrol trooper stopped to check on him and asked what he was carrying. The man said "drugs" and said he also had a 9-millimeter handgun. Then he stuck his hands in his waistband in what looked like the trooper to be a move to retrieve the gun.

The patrol said the trooper feared for his life and shot Williford, who was pronounced dead at the scene.

Investigators learned Williford had just left the QuikTrip near the overpass. Before leaving the store he had told the clerk he was going to rob the store. The investigation continues.
