Gary Bradley
City Administrator

Bradley was selected for the top leadership position in Grain Valley’s staff in December, 2005. The Iraq war veteran and graduate of Northwest Missouri State University was formerly employed next door as assistant city administrator for the city of Lee’s Summit.
Bradley and his wife, Heather, have four children.

 

David Halphin
Mayor

Halphin was first elected to his first full term as mayor in 2006. He was appointed mayor by the Board of Aldermen in October, 2005, after Brad Knight resigned the position. He was previously elected twice to the Board of Aldermen and served nearly a year on the city’s Planning and Zoning Commission.
Halphin operates a branch law office on Southwest Eagles Parkway. He is married to Crystal Halphin and the couple has two sons, Jake and Kole. He is a graduate of the University of Missouri-Kansas City law school.

 

Terry Beebe
Ward 1

Beebe was elected to a second term in 2008, when she defeated Chet Piotrowski. She was first elected to the board in 2006, when she defeated incumbent Steve Whitton. Beebe is a business owner and Realtor in Grain Valley.

 

Dale Arnold
Ward 1

Arnold defeated two-term incumbent Alderman Chet Piotrowski in 2007 to win his seat on the board. He is a captain with the Central Jackson County Fire Protection District.
Arnold and his wife, Sheila, have two adult daughters, who are Grain Valley High School graduates. Katie is employed by the Kansas City School District, and Danielle attends Metropolitan Community College.

 

Chuck Johnston
Ward 2

Johnston continues to serve the remainder of his first term on the board. He first was elected in April, 2007, when he defeated Nancy Totton for a seat vacated by David Mackay, who was no longer eligible to serve on the board after purchasing a home outside the city limits.
During his term, Johnston has been active on the governance committee of Tri-County Light Rail regional commission of the Kansas City Area Mass Transit Committee. He is a supervisor for the claims department of Owner Operator Independent Drivers Association. Johnston has been married to Diana for the last 27 years and the two have two children and nine grandchildren.

 

Mike Todd
Ward 2

Todd was elected to a third term in 2008, when he ran unopposed. He served his second term in 2006, after defeating two former aldermen. He also served on the Planning and Zoning Commission before being elected to the Board of Aldermen.
Todd works as a special education teacher in the Blue Springs School District. He earned a bachelor’s degree in elementary education and a masters degree in school administration from the University of Central Missouri. In July, 2008, he married Tosha Todd.

Bob Headley
Ward 3

Headley was first elected in 2006, and currently is serving his second term after defeating Reed Chambers in 2008. He represents the aldermen on the park board and is employed by the Harley-Davidson Motor Co.
He is married to Tina Headley, and the couple has two sons, Drew and Aaron.

 

Mike Scully
Ward 3

Scully was re-elected in 2007, after running unopposed for his sixth term on the board. Scully is a graduate of Oak Grove High School, and has called Grain Valley home since 1978.
He and his wife, Debbie, have two adult children. Scully is employed by the Fike Corporation.
