An Independence man pleaded guilty Wednesday in Johnson County District Court to involuntary manslaughter and several other charges in connection with a fatal July 2016 crash on State Line Road in Kansas.

Harold B. Cyphers III was driving south on State Line Road on July 3 when he ran a red light at 119th Street and crashed into an eastbound car driven by Bill Manning of Overland Park, who was with his wife Donna on their way to church across the street.

Donna Manning died that day at the hospital, and Billy died of his injuries July 20. Cyphers also was injured but was released from the hospital later that day.

Cyphers, 36 at the time of the crash, pleaded guilty to two counts of involuntary manslaughter while driving under the influence, felony possession of methamphetamine, felony theft and identity theft. His sentences will run concurrently for a total sentence of 175 months, or 14 years and seven months.

At the time of the crash, Cyphers' license was suspended and he faced charges of vehicle and ID theft – he was driving the vehicle in the crash – from a June 2016 incident in Leawood.
