Bias-based profiling

The Independence Police Department works very hard to make sure all citizens and visitors in the City of Independence are treated with courtesy and fairness by its police officers whenever an encounter occurs. One of the things that Police Chief Tom Dailey and the command staff pay particular attention to is the issue of bias based profiling. This is a practice that is strictly prohibited and will not be tolerated.   

The Independence Police Department has enacted a General Order that states, “In the absence of specific information, the race, ethnicity, age, gender, religion, economic status, cultural group status, sexual orientation or affiliation with any other identifiable groups will not be a factor in determining the existence of probable cause to place in custody or arrest an individual….” 

We of the Independence Police Department are proud of our membership with the prestigious Commission on Accreditation for Law Enforcement Agencies (CALEA), and will continually strive to improve our service to you the citizens and guests of Independence, Missouri.

Please take a few moments to answer the following questionnaire.  We want to know what you think about how we are doing with the issue of bias based profiling.  All responses will remain strictly anonymous.  You may answer the questions, clip the questionnaire out and turn it in at the front desk, or mail it to:

1.    Have you been contacted on a traffic stop, field stop, or other by an Independence Police Officer?

2.    If so, do you feel the officer acted in a professional manner?

3.    Do you believe you have been a victim of bias based profiling, as described above, by an Independence Police officer?

4.    If so, please explain using an extra sheet of paper if necessary.

5.    Do you believe the “racial profiling” statute in Missouri is fair and just or even necessary?

6.    Do you have concerns or other thoughts regarding either racial profiling or bias based profiling by Independence Police Officers?
