Former Independence police officer Knox charged in sex case

Theodore R. Knox Jr. faces misdemeanor charges after allegedly exposing himself

A former police officer has been charged with sexual misconduct for allegedly exposing himself to women.

Jackson County prosecutors charged Theodore R. Knox Jr., a former Independence police officer, with two counts of second-degree sexual misconduct. The charges are misdemeanors.

Kansas City police arrested Knox, 35, on Jan. 5 at Crown Center. Knox was working at Crown Center as a security officer.

According to the probable cause statement:

In July 2010, a woman told Independence detectives she saw a naked man standing in front of an apartment doorway. Other times, Knox was nude in front of the window with the blinds open. The man was “pleasuring himself.” The incidents happened repeatedly, according to the report.

The woman called police after one incident. One of the officers told her that Knox “used to be one of them” and he did not work with the department because of incidents like that.

A detective learned that Knox had allegedly made obscene phone calls to a female Independence officer in 2008. The officer said she received a call from a private number. She heard moaning and sexual sounds on the other end. Once, the person called approximately eight times within an hour. Another time, she received six or seven calls in a 15-minute period. She ignored the calls.

The phone carrier released phone records and the caller’s number was recognized as Knox’s phone.

He initially denied making the calls but later told officers in an interview that he called her as a joke.

The female officer declined to pursue charges because an internal police investigation had commenced. Knox resigned before the investigation was completed.

Knox also was linked to allegedly making prank calls to another female police officer who now works as a detective with the Blue Springs Police Department.

The calls happened in 2008 and the woman talked with Independence detectives in August 2010.

The female officer said that Knox used to be her neighbor. Knox allegedly stood at his window and pleasured himself. Similar incidents happened about 10 times.

A third woman, who lived in Blue Springs, told police that she received calls where she heard people on the other line either having sex or moaning. It happened in 2000 and she received  one or two obscene phone calls per week.

Knox admitted to detectives that he had masturbated in front of a window while watching his neighbor when he lived in Blue Springs. He didn’t think the woman would see him. He denied doing it at his Independence apartment.

Knox was released on his own recognizance on Jan. 7.

A preliminary hearing is scheduled for Feb. 16 in Jackson County Circuit Court.
