Two candidates are running in Tuesday’s Democratic primary in the 3rd District at large on the Jackson County Legislature. They are incumbent Fred Arbanas of Lee’s Summit and challenger Terry Riley, a Kansas City Council member. Six of the nine legislators are elected from districts. The other three are elected by all county voters but have to come from one of three districts. The 3rd District at large includes Raytown, Grandview, Lee’s Summit, Greenwood and Lake Lotawana.
Riley did not respond to The Examiner’s questionnaire.
1What three areas should get first priority for added spending when the economy recovers and county revenues improve?
The Sheriff’s Department and our roads and bridges department are among my top priorities, along with a pay raise for our employees after three years without any increases. For example, our Corrections Department has really suffered; they are short-staffed and have worked without raises.
2What plan do you favor for the Truman Courthouse on the Independence Square?
This historical landmark is a tourist destination to the Square. I supported the exterior revitalization and would (will) continue to support interior improvements as funding is made available.
3Do you support the proposed County Charter changes on the Aug. 3 ballot? Why or why not?
Yes, I support the changes. They were carefully studied by the Charter Task Force appointed by the county executive. The changes create an ethics panel to hear complaints about legislators, employees, volunteers or the county executive. They also limit the executive’s ability to approve no-bid contracts. These changes will make our government more accountable to the public.
