Independence, MO —

Could the hip-hop night club Dallas be making a comeback?
Not quite, but a Pleasant Hill man has a lease on the building at 3844 S. Noland Road that he hopes to turn into a banquet hall for private parties, wedding receptions, graduation parties and the like.
Phil Jones, managing officer for P & S Center, LLC, said he has talked to residents of the area and assured them that his business venture would not bring some of the negative elements associated with Club Dallas, which closed in March.
“I have went and spoken to the neighbors to give them the comfort that I would not do anything remotely close to (Dallas),” Jones said. “I took it upon myself to talk to each of (the residents of the area). Their main concern is as long as it is not another hip-hop club.”
The LLC’s liquor license application was approved Monday by the Independence City Council 5-2. Mayor Don Reimal and Lucy Young voted against the application.
“I’m just not comfortable with this,” Young said. “We’ve had problems with this building before.”
Jones said he also plans to host in the future youth sporting events such as martial arts contests and boxing matches. A re-zoning request to make that possible is now in the hands of the Independence Planning and Zoning Commission.
Council Member Jim Schultz said he did not think that the youth sports part of the equation is a good idea.
“As far as wedding receptions and graduation parties, I’m supportive,” Schultz said. “But, I don’t want you to get too far down the road with this.”
Said Council Member Marcie Gragg: “I’m OK with the permit. I’m against the other issues raised but we’ll deal with that later on. That’s a re-zoning issue.”
Added Council Member Myron Paris: “This (the reception hall) is something we could probably live with.”
