The Jackson County Legislature met Monday, May 12, 2008, at the Jackson County Courthouse Annex in Independence. The Legislature took the following action.
Ordinances in committee
• Transferring a $5,000 Click It or Ticket Overtime Enforcement grant received from the Missouri Safety Center to the Jackson County Sheriff’s Office. The money will be used to reimburse overtime used for the program during the period May 19 through June 1.
(A public hearing on the following ordinances will be at 1 p.m. Tuesday, May 27, at Fleming Hall.)
• Amending the zoning districts from agricultural to residential estates on more than 10 acres one-quarter mile north of Happy Hollow Road on the east side of Koger Road for a two-lot residential subdivision.
• Amending the zoning districts from agricultural to residential estates for 39 acres at the southwest corner of Union School Road and Old Atherton Road and approving the preliminary plat “Timber Ridge Meadows,” creating an 11-lot residential subdivision.
• Amending the zoning districts from agricultural to residential ranchette on more than 5 acres east of Dieckman Road on the south side of Old Lexington Road, North of U.S. 24 for a one-lot residential subdivision.
• Amending the zoning districts from agricultural to local business-planned development for 26 acres one-half mile west of the Outer Belt Extension on the south side of Boswell Road at the intersection of Lovers Lane, for the purpose of operating a retail antique business.

• $50,000 from the Park fund in acceptance of a grant from the R.C. Kemper Charitable Trust for improvements to the Kemper Outdoor Education Center. Assigned to Land Use Committee.

• Repealing a section of the Jackson County Code relating to adult businesses and adult entertainment businesses and enacting one new chapter relating to adult entertainment businesses, consisting of 20 new sections, with a penalty provision. Assigned to Legislature as a Whole.
• Appropriating $190.545 from the general fund to establish the budget of the County Municipal Court. Assigned to Budget Committee.
Resolutions approved
• Entered an agreement with the Fort Osage School District for its Drug Prevention/Truancy Neglect Program, to provide a local match to a state grant, at a cost to the County not to exceed $55,187.

• Recognizing the Lee’s Summit R-7 School District on the prestigious honor of being listed on the Missouri Department of Elementary and Secondary Education’s Missouri Assessment Program’s Highest-Performing Schools “Top 10" lists.
Awarding 24-month contracts, with 24-month annual extension options, for the rental of heavy construction equipment for use by the Parks and Recreation and Public Works Departments to Victor L. Phillips of Kansas City, Hertz Equipment Rental of Kansas City, Damon Pursell of Liberty, and G.W. Van Keppel of Kansas City, Kan., to provide for departmental needs.

• Awarding a 12-month term and supply contract for the furnishing of parts and services for Hypac, Beuthling, and Etnyre equipment for use by the Public Works Department to G.W. Van Keppel Co., Inc., of Kansas City, Kan., as a sole source purchase. Assigned to Public Works Committee.
• Awarding a 12-month term and supply contract for the furnishing of the Alert II law enforcement computer information services for use by the Sheriff’s and Prosecuting Attorney’s Offices and Department of Corrections, to the Kansas City, Mo., Board of Police Commissioners, as an acquisition from another governmental entity. Assigned to Health and Environment Committee.
• Rescinding Resolution 16611, dated April 14, 2008, and awarding a 24-month term and supply contract with a 24-month extension option for the furnishing of body transfer services for use by the Medical Examiner’s Office to Metro Removal of Overland Park, Kan. Assigned to Health and Environment.
• Authorizing the County Executive to execute a Memorandum of Understanding with the Greater Kansas City Building and Construction Trades Council. Assigned to Budget Committee.
