Independence, MO —

1 Is the city still working on plans to annex roughly 30 square miles north of U.S. 24 adjacent to the city’s northeastern boundaries, or any portion of that area? 

After the city adopted a resolution for an "intent to annex" area, we received a lot of constructive feedback from folks already living in Independence, and those living outside Independence. A strong point was made about lack of water service, for example to large parts of existing northeast Independence. So we have since adopted a plan, and have begun building lines to address that concern, prior to any other efforts. 

2 What is attractive from the city’s viewpoint about that parcel of land? 

As much as we have to focus on the existing problems and needs of
Independence, we also have to have an eye toward the future. The area identified includes transportation factors that might be conducive for job growth opportunities in the industrial/manufacturing and distribution sectors, as well as residential development. That is not to say that an area would necessarily be heavily developed throughout; as it would still be likely that much would retain a rural character and feel, as do parts of Independence today.

3 In order to be annexed into the city, would residents living in that area have to vote in support of the issue, or could they at some point be forced into annexation? 

A vote would be required, unless there is a voluntary agreement between a property owner and the city. In an election, both existing residents and residents in the area considered for annexation would vote. A majority of both groups would have to support the initiative in order for the annexation to then take place.

4 In view of the residents’ apparent hardline opposition to the idea, how could the city make it attractive to residents so they are agreeable?

The feedback the city has received has been important. It was also important that the city make a statement about the direction and importance of potential future growth. Clearly there would have to be significant value to existing residents and those in an area considered for annexation to bring that item to a public vote. It may never be feasible to bring certain parts of the area into Independence, and that is OK.

5 If the area was annexed, would it affect the fire protection districts? In other words, would the Fort Osage Fire District still have jurisdiction, or would the city’s fire protection service take over?

Issues of service delivery would be discussed and identified as part of a specific annexation proposal. The city has a supportive partnership with outside agencies, and actively supports mutual aid efforts today. Interest on the part of the city  in long-term planning and growth should certainly not be interpreted as an indictment or criticism of another jurisdiction.
