The next nine months are going to be busy for the city of Blue Springs as city officials work on a new Comprehensive Development Plan and development code.
Scott Allen, community development director, presented the tentative timeline for the development plan overall during Monday’s Blue Springs Planning Commission meeting. The city will begin working with a consultant in the next couple of weeks to start talking about how to engage the public during this process. The committee structure will then be decided and a steering committee, he said, should be in place by the end of February.
“We want this to be a streamlined process, but also inclusive. That is the balance we have to find,” Allen said. “We really want our first committee to be formed by the end of the month.”
A Comprehensive Development Plan is a document that includes community goals and long range plans for community development. The plan dictates public policy in a variety of areas including land use and transportation. The development code works in conjunction with the comprehensive plan.
Allen said by August, he would like to have a draft of both the plan and code for the Planning Commission to review. Final versions of both documents are planned to be considered for approval in October or November. The process is similar to what took place six years ago when the Downtown Master Plan was created.
“November is a very aggressive schedule,” he said. “I know it is nine months away, but that is a lot of work to do with a new comprehensive plan and UDC (Unified Development Code) in just nine months.”
Ken Billups Jr., chairman of the planning commission, said he hopes to see a lot of involvement from not only the Planning Commission members, but the community as well.
“I want to make sure that all of the Planning Commission gets input in this somewhere down the line,” he said. “There are definitely things that we need to work on in the code, and I am looking forward to it.”
