Grain Valley has a taken a step toward the possible addition of more than 30 homes in the city.

The Board of Aldermen voted 5-1 Monday to support a developer who wants to build Greystone Villas, which would be single-family homes north of Interstate 70. The developer is seeking state tax incentives for low- and moderate-income housing.

“If the state doesn’t approve it, it won’t go forward,” Mayor Michael Todd said.
The subdivision off Buckner-Tarsney Road is already platted, and roads in the area have been put it. It’s an area the city has eyed for growth, but that came to a halt when the economy slowed dramatically a few years ago.

Aldermen also held a hearing on a proposal that’s become controversial, the proposed annexation of 12 acres just south of the city, near the South Middle School.

The land has been identified in the city’s long-range plans for growth, seen as a place for 30 to 40 homes, but, again, that sort of building came to a halt in the bad economy.

City Administrator Alexa Barton and her husband have bought the land and want to build a home there – she faces a requirement to live in the city – and are asking for annexation.

Others nearby, however, worry that the city might want to someday annex their property, something they don’t want.

“I understand that we’re getting close to those people’s property,” Mayor Todd said.

Annexing those properties isn’t in the city’s plans, he said, pointing out that the city has never done a forced annexation. Future growth is more likely to the north, he said.

Aldermen are expected to take their first vote on the issue July 9.
