The City Council took steps to get more control over the police department. It is seeking to make the head of that department an appointive officer, appointed annually by the mayor and confirmed by the council and directly responsible to them for his management of the department. The office of city marshal is now an elective one. The marshal owes his election to the voters, and if he chooses, he can to a large extent ignore the wishes of the mayor and council.
