  • Truman Medical Center is one big step closer to having a medical clinic on U.S. 24 in northwest Independence following an ordinance passed at Monday’s City Council meeting.
    The ordinance approved the Truman Medical Clinic Redevelopment Plan, the Truman Medical Clinic Redevelopment Project and affirmed the area at U.S. 24  between Ash and Hardy avenues as blighted. It also approved the Fairmount Redevelopment Corporation, LLC, as administrator of the state’s 353 tax abatement program for redeveloped property.
    The Truman Medical Center plan is for property that included the former Calico Cat Tavern. It is in the existing Fairmount-Carlisle redevelopment area, part of a plan originally approved by the city in 2007. The LLC was established to administer that 353 program.
    “This is something that’s been long-awaited for the west side,” Mayor Don Reimal said Monday. “It took a little longer than anticipated, but it’s happening.”
    The proposed redevelopment will have two phases. During the first one spanning 18 months, TMC will operate a temporary clinic on the south portion of the property while an 8,000-square foot facility is constructed, with parking to the south and landscaped green space to west.
    The temporary clinic then would be removed and the property becomes part of Phase II, to be used for future medically related projects. Phase II is scheduled to be completed within five years after construction begins.
    The development plan has no proposed zoning changes, though the U.S. 24 curb line could be re-aligned to provide for parallel parking instead of the existing diagonal setup.
    The groundbreaking for the $2.4 million clinic is this morning, and it is expected to open in mid-2014. It will replace a temporary clinic that has been open since last November.
