One hundred years ago, page one photos were rare in The Independence Examiner, but on most days there was a cartoon at the top of the page. They tended to have wry observations about daily life or comment on politics. This one, from 100 years ago this week, did some of each. The Dawes plan referred to was the effort to extend but lower the reparations Germany was paying from World War I. That eased a major diplomatic and military crisis in Europe.
