The people of Missouri should retain full rights to change their Constitution
Marvin Sands, Independence To the editor: Missouri voters almost since the invention of time and especially under our state constitution have had the freedom to petition our government for the purpose of passing laws or reforms that would improve how our state government functions day to day, week to week, month to month and year to year. Generally speaking, initiative petitions are a fundamental right of the people to place upon the ballot issues reserved to the people that would be outside the authority of the General Assembly.
