In lieu of a permanent real estate tax to pay for additional police, just wait for the Bass Pro development to be complete. With the economy improving this should be within a very few years. Upon completion of the development, Independence would not be out some $4 million a year. Also, the money Independence previously paid would start to be paid back. At that time there would be a surplus of funds for police and other ventures. That is, of course, depends if reporting on the subject has been correct.

So far no emergency has been declared, just a significant need indicated.
